NATO workshop on man-portable air defense systems (MANPADS) 12-13 June 2007

NATO will host a MANPADS Workshop on 12-13 June 2007 at NATO Headquarters in Brussels

The workshop "MANPADS and All Its Aspects" will concentrate on the global threat associated with MANPADS and on the global response to it - focusing on the ongoing activities (both technical and political) in preventing the use and proliferation of MANPADS
Other international organizations and non-governmental organizations will support this workshop with experts Representatives from private industry have also been invited The event will be attended by representatives of Non-NATO Member OSCE Countries, Istanbul Cooperation Countries (ICI), Mediterranean Dialogue (MD) and Contact Countries

MANPADS are shoulder-launched surface-to-air missiles They typically use infra-red guidance and can be a threat to low-flying aircraft and helicopters Possession, export and trafficking in such weapons is tightly controlled due to the threat they pose to aviation, and there has been considerable concern about their use as terrorist weapons

To counter this threat both to civilian and military aviation, the United Kingdom leads the "Large Aircraft Survivability" initiative within NATO This initiative is designed to improve the survivability of large-body aircraft against MANPADS It also contributes to the protection of the NATO Airborne Early Warning and Control Fleet (AWACS), a critical component of NATO's command and control capability

Atelier de l'OTAN sur les systèmes antiaériens portables (MANPADS) 12-13 juin 2007

Un atelier sur les MANPADS aura lieu les 12 et 13 juin 2007 au siège de l'OTAN à Bruxelles

Cet atelier intitulé « les MANPADS sous tous leurs aspects » portera essentiellement sur la menace que représentent les MANPADS au niveau mondial et sur la réponse à cette menace, l'accent étant mis sur les activités en cours (techniques et politiques) destinées à empêcher l'utilisation et la prolifération des MANPADS

D'autres organisations internationales et non gouvernementales enverront des experts à cet atelier Des représentants du secteur privé sont aussi invités Des représentants de pays non membres de l'OTAN, de pays de l'OSCE, de pays participant à l'Initiative de coopération d'Istanbul (ICI) et au Dialogue méditerranéen (DM) et des pays de contacts participeront également à cet atelier

Les MANPADS sont des missiles surface-air tirés à l'épaule Dotés généralement d'un système de guidage infrarouge, ils constituent une menace pour les avions et les hélicoptères évoluant à basse altitude La possession, l'exportation et le trafic de ces armes font l'objet d'un contrôle rigoureux en raison de la menace qu'elles présentent pour l'aviation et il est à craindre qu'elles soient un jour utilisées par des terroristes

Pour contrer la menace qui pèse sur l'aviation civile et militaire, le Royaume-Uni dirige, dans le cadre de l'OTAN, l'initiative « Surviabilité des avions gros porteurs » Cette initiative cherche à améliorer la surviabilité des avions gros porteurs contre les MANPADS Elle contribue aussi à la protection du système aéroporté de détection et de contrôle (AWACS), élément essentiel de la capacité de commandement et de contrôle de l'OTAN
