GENERAL
1. A meeting of NATO Heads of State and Government will be held on Monday 14 June 2021 in Brussels, Belgium. The meeting will be chaired by the NATO Secretary General.
2. The meeting will take place at NATO Headquarters (HQ) on Boulevard Leopold III, 1110 Brussels. An International Media Centre will open on site on 13 and 14 June 2021. Access to the media centre will be granted exclusively to accredited media and via the Accreditation Office. More details will be provided closer to the event.
3. All updates will be posted on the NATO website: www.nato.int. You can also follow us on twitter @NATOPress and @NATO.
MEDIA PROGRAMME
4. There will be one working session of the North Atlantic Council at Heads of State and/or Government-level. More details about press programme will be made available online closer to the event.
5. Due to COVID-19 safety measures, media access to summit events will be restricted to very limited pools. All summit media events will be transmitted live by the Summit Host Broadcaster to the media centre, online and via satellite.
6. Bilateral events between delegations are not a part of the official Summit programme, but they may include a media component. Details of these bilateral events should be sought from the delegations concerned.
MEDIA ACCREDITATION
7. Attendance in person:
7.1. In order to comply with COVID-19 safety measures, NATO will allow a limited number of media representatives to cover the event in person, in accordance with the physical space available.
7.2. Media representatives wishing to cover the Summit in person (including those with an accreditation with NATO) will need to register via NATO’s media accreditation platform: https://my.hq.nato.int. Please find instructions on how to log in or create a new profile in Annex 1.
7.3. The deadline to register and apply for media accreditation for attendance in person is no later than Sunday 06 June 2021 at 23:59 (Brussels time).
7.4. Media representatives are strongly encouraged to apply as soon as possible to allow for sufficient time for processing their requests. For security and COVID-19 reasons, late applications are unlikely to be successful.
7.5. NATO strongly recommends media organisations to plan for a minimal physical presence, although efforts will be made to enable media to operate on site. It is unlikely that all accreditation requests will be accepted. NATO will confirm the accreditation explicitly.
7.6. Furthermore, physical access to the media centre will be granted only upon proof of a negative COVID-19 PCR test taken with maximum 72-h before the event. Media representatives are suggested to consider this aspect in their planning, and will be informed in due course on the exact procedure and timeline.
8. NATO will also facilitate remote coverage/interaction.
8.1. All events will be streamed live, and footage will be available live via satellite and recorded via the NATO Multimedia portal.
8.2. Additionally, NATO is offering journalists the option to ask questions remotely via Zoom to the NATO Secretary General during his press conferences. Journalists wishing to do so are requested to register by no later than Sunday 06 June 2021 at 23:59 (Brussels time) via NATO’s accreditation platform: https://my.hq.nato.int. Please find instructions on how to create a profile in Annex 1.
8.3. Media representatives registered for remote engagement will be contacted separately for technical details. While every effort will be made to accommodate as many questions as possible, time limitations might not allow all questions to be asked.
MEDIA ACCREDITATION OFFICE
9. A NATO Summit Accreditation Office will operate at a location to be communicated closer to the event. The Accreditation Office will be the only point of entry for the NATO Summit Media Centre.
10. A specific media pass for the NATO Summit 2021 will be provided in person to accredited media at the Media Accreditation Office upon presentation of a valid national identification document (Passport or ID-card) and a valid national press card (or accreditation letter from a recognised media organisation). Media passes will not be mailed to applicants.
11. In accordance with NATO’s media accreditation procedures, NATO reserves the right to deny or withdraw the accreditation of media representatives who abuse their privileges, put the accreditation to improper use or act in a way not consistent with NATO’s principles.
INTERNATIONAL MEDIA CENTRE
12. An international media centre will open on site on 13 and 14 June 2021.
13. The media centre will include a general filing area and a broadcast area including a limited number of television and radio editing booths.
14. A number of outdoor stand-up positions (with a view to the NATO Flag Circleand NATO HQ building) and indoor stand up positions (with a view of the Agora or of the filing centre) will also be available.
15. There will be a briefing space for delegation press conferences; catering area; and parking for satellite trucks.
16. Wi-Fi will be available throughout the media centre, at pool positions and stand up locations. Wired internet will also be available in the media centre and at the stand up positions.
17. All media facilities and all media movements will be COVID-19 compliant; media access will be strictly limited to the space available, and strict COVID-19 rules will be in place and enforced as necessary.
BROADCASTING
1. NATO’s Host Broadcaster will deliver a single high quality HD/SDI signal (1080i50 audio embedded) live to the media centre for all Summit media events on 14 June, free of charge. NATO is working to provide multiple live signals of key moments, such as arrivals, official portrait, multiple doorstep remarks or press conferences.
2. The feed will be available in the media centre without added graphics or text inserts. The live programme signal will also be aired on closed circuit television screens throughout the media centre and Summit site, via the NATO website, and via satellite.
3. NATO HQ will also archive and distribute broadcast-quality B-roll from the event. Contact: content@natomultimedia.tv.
4. As a long-standing partner of NATO, Eurovision News Events will support television and radio operators with high-end broadcast services on NATO’s behalf.
EDITING SPACE, STAND-UP POSITIONS, SATVAN PARKING & TELEVISION STUDIO
5. Broadcasters should consider, if practical, bringing their own portable editing equipment. However, the Media Centre will include a limited number of bookable editing booths for television and radio. Each booth is equipped for two people only. NATO will provide booths with the following complimentary amenities:
a) Two desks;
b) Light, electricity (230v on 2-pin distribution boards), lockable door;
c) Wifi and cabled internet;
d) TV screens;
e) Video feed (BNC termination) of live programme signal. The format of the programme signal will be as origin, HD1080/50i with embedded audio and translation channels. A single output from the Eurovision matrix on BNC termination with a switching panel will allow broadcasters to select from the available HOST signals. The format will be as HOST origin, HD1080/50i with embedded audio and translation channels when available.
6. Reservation of editing booths can be done at no cost via EBU/Eurovision, not later than 25 May 2021. Requests for booking should be addressed to newsevents@eurovision.net.
7. NATO reserves the right to arbitrate between competing requests.
8. A number of stand-up positions near the NATO Flag Circle and nine internal positions in the Agora of NATO HQ will be made available for television.
9. Broadcasters who can make the case for continuous live coverage from NATO can book a dedicated space equipped with power, lights, internet connectivity and covered in case of inclement weather. Bookings can be made at newsevents@eurovision.net, no later than 25 May 2021.
10. Broadcasters who expect to require shorter time slots for live or recorded pieces to camera can book fully equipped live positions at commercial rates via Eurovision (newsevents@eurovision.net)
11. A fully equipped TV studio wired for live transmission is also available. Booking requests can be sent at broadcastoperations@hq.nato.int.
12. Broadcasters can bring in bulky broadcast equipment by appointment only on 10 June (9.00-17.00) and 11 June (9.00-13.00). Prior notice of arrival and space needs must sent at broadcastoperations@hq.nato.int.
13. Broadcasters who need to park satellite and SNG vehicles will be given access to the open-sky car park at the international media centre, located approximately 180 meters from the edit booths and 380 meters from the stand-up positions.
14. Satellite vans will have access to electrical power and wired internet. TV teams should bring their own electricity cables to connect themselves to the electric network. The primary feed will be available at this location.
15. NATO will provide fiber connectivity from the standup positions back to the SNG area (with HDSDI1080i50 signal audio embedded and BNC interface). Broadcasters will need to provide their own A/V cabling on either end of the fiber,
16. The editing spaces are not cabled to the Sat-Van parking lot. Own cabling to the satellite vans is possible under conditions.
17. More details regarding SNG access and cabling schedule will follow.
PRESS CONFERENCES
18. Press conference facilities will be located at NATO Headquarters and will be available for reservation by Delegations. Information about press conferences will be given by delegations and/or published on closed circuit television screens throughout the media centre. Details about press conference room access and facilities can be asked at natomediaoperations@hq.nato.int.
CATERING
19. Catering options will be available at commercial rates for media representatives throughout the opening hours of the media centre.

TRAVELLING TO BELGIUM FOR THE NATO SUMMIT - COVID-19 LIMITATIONS, VISAS
21. Media representatives traveling to Belgium to cover the NATO summit are expected to comply with COVID-19 rules and quarantine regulations in force in Belgium at that particular time. More information about the measures in place, including travel and quarantine partial exemption for professional reasons can be found at https://www.info-coronavirus.be/en/exemptions/. If requested by Belgian authorities, media representatives can present the confirmation of the accreditation for the NATO summit.
22. All journalists requiring visa for Belgium will be responsible for ensuring that they have the appropriate visa to enter the country. Media are advised to request accreditation without waiting for a valid visa, and to apply for such a visa in in good time. CAR AND PUBLIC TRANSPORT ACCESS TO THE NATO SUMMIT
23. The Accreditation Office can be accessed by train, tram and bus routes from the centre of Brussels and from Brussels International airport.
24. A parking lot next to the Accreditation Office (to be used on a first-come first-served), secured 24/7 during the opening hours of the media centre will also be available for the media representatives.

Editorial staff can prepare and sign a letter (in letterhead) containing all the names of the crew members that the media outlet/company wishes to send to cover the event. The letter must contain:

Each crew member can upload the same group letter onto their individual registration.
