1. This ALCOAST notifies all Coast Guard personnel of changes to the
procurement request (PR) package submission cut-off dates for FY-22
previously announced in REF (A). Specifically, in addition to moving
all other PR package cut-off dates in Enclosure (1) of REF (B) back
by one month (30 days to shorten deadlines) as previously announced,
the following applies:
a. PR packages for micro-purchases for FY-22 are due by
20 SEP 2022, and
b. PR packages for MILSTRIPS for FY-22 are due by 25 SEP 2022.

TIMELINES, COMMUNICATIONS, AND OUTREACH
1. AY23 has eight (8) White House assignment opportunities: 2-CDRs
and 6-LTs. For details including respective AOs and descriptions of
duties, visit the AY22 Shopping List on the OPM-2 Portal page at
http://cglink.uscg.mil/cb33598e. The positions listed require
early identification of candidates to accomplish necessary
background investigations and interviews. All positions require
outstanding records of performance, exemplary military bearing,
sharp appearance, and superb communications skills.
2. Interested candidates need to submit an e-resume NLT 01 June 2022
via Direct Access. For any candidates who are not tour complete in
AY23: your e-resume must include a command endorsement which
specifically includes an endorsement for you to short tour
and any backfill requirements.
3. The remaining early slate special assignments including
Attaches, CGLOs, DHS, Congressional Affairs, etc., will be released
IAW Ref A.

requested special assignments ranked in the order of preference
among member's total billet choice.

SUBJ: 2021 WANDA ALLEN-YEAROUT OMBUDSMAN OF THE YEAR AWARD RECIPIENT
1. I am pleased to announce Mrs. Ivonne Ontiveros-Lopez, ombudsman
for USCGC MIDGETT (WMSL 757), Honolulu HI, is the recipient of the
2021 Wanda Allen-Yearout Ombudsman of the Year Award.
2. Mrs. Ontiveros-Lopez is deeply committed to supporting Coast
Guard members and their families. She served as the primary
communicator between the Coast Guard and their families when the
Navy's contaminated main potable water source to government housing
displaced twenty-two USCGC MIDGETT families from their homes and put
them in a precarious situation as the ship prepared to deploy just
prior to the holidays. She also facilitated the flow of crucial
information that enabled the Command to focus on the patrol and
enabled the ship to sail on time to meet the demands of their
patrol mission in District 17. Her leadership as the ombudsman
was instrumental when USCGC MIDGETT was faced with a COVID-19
Omicron outbreak that put the entire crew into isolation in Kodiak,
Alaska. Her unwavering support and communication of all major
command decisions enabled prompt and decisive action that kept
families informed, cared for the crew, and expedited the cutter's
return to operations.
3. The following District-level recipients and nominees also deserve
special recognition for their particularly noteworthy
accomplishments:

1. In accordance with Refs A and B, the 2022 R-HYT Waiver Panel convened on
25 April 2022 at CG Personnel Service Center to consider PGP waivers for thirty
one senior enlisted members. Per REF B, members who have greater than 18 but less
than 20 years total qualifying service (TQS) towards a non-regular retirement were
retained in an active status beyond their PGP in order to allow sufficient time to

Servicewide Initiatives to Maximize Military Recruiting Efforts
1. Per REFs (A) and (B), the Commandant directed maximum recruiting
efforts, and the Deputy Commandant for Mission Support (DCMS-DPR)
outlined three military recruiting initiatives.
2. This message details the first recruiting initiative by announcing
that CG Personnel Service Center stood up the CG Recruiting
Incident Management Team (IMT) to lead military recruiting surge
efforts between now and the end of the fiscal year. Subsequent
recruiting initiative messages will provide specific guidance
regarding both the continuation and enhancement of the Everyone is a
Recruiter program, and the unit-level CG Recruiting Liaison Program.
3. The CG Recruiting IMT will be physically located at Coast Guard
Headquarters (CGHQ) and support the Coast Guard Recruiting Command
(CG RC). It will coordinate military recruiting surge operations
across CG Recruiting Offices and the rest of the Service.
4. The CG Recruiting IMT will aggressively pursue multiple lines of
effort (LOEs) that will require support across all CG units and CGHQ
directorates. The CG Recruiting IMT will:
a. Contact selected commands with prior-trained recruiters
requesting that these members mobilize in a recruiting capacity via
local community outreach and potential travel to targeted recruiting
events, additional information SEPCOR.
b. Develop metrics to track progress on LOEs for Senior Leaders.
c. As soon as practical, onboard additional CG Recruiting IMT
members with requisite expertise through the remainder of FY22.
5. Communication regarding new and ongoing recruiting efforts to all
CG units and members is critical to meeting our collective recruiting
mission. The CG Recruiting IMT will release updates via CG message
traffic, MyCG articles, and www.GoCoastGuard.com.

1. Welcome to Assignment Year 2023 (AY23)! This message describes the AY23
timeline and presents informational resources available to all officers.  While
the information provided in this message will be of particular interest to
officers anticipating reassignment in AY23, it also includes important
information to commands and supervisors.  Communication will remain a
key factor in the overall success of the Assignment Year.  As such, OPM will 
continue to capitalize on technology to enhance communications throughout
the year.
2. White House positions will be published by 16 MAY with an e-resume submission 
deadline of 01 JUN. This early submission will help facilitate the
vetting and clearance for selected members and better align with the White
House timelines.  See the Special Assignments portal page for more information
and to sign up for AO note alerts:

3. A complete listing of all boards and panels, including eligibility criteria,
can be found in Refs A and B.  As specified in article 1.A.4.c. of Ref C, OPM
will not typically approve early rotation of officers serving in command cadre
or key leadership positions.
4. The AY23 timetable is as follows:
A. Now thru 15 Aug 2022: OPM Assignment Officers (AOs) are available for career
   counseling and e-resume guidance.
B. 17 May: White House Special Assignments shopping list released via message.
C. TBD: Senior Command Screening Panel (SCSP) process message released.
D. TBD: Senior Education Fellowship Panel (SEFP) Phase II process message
   released.
E. 01 Jun: White House Special Assignment positions e-resume deadline. 
F. 09 Jun: Application/e-resume submission deadline for officers desiring to
   apply for Postgraduate or Advanced Education Programs.  Specific program
   availability and application instructions are available at the OPM-1 portal
   site: https://cg.portal.uscg.mil/units/psc/pscopm/1/c/SitePages/Home.aspx
G. 10 Jun: Draft AY23 shopping list published on the OPM-2 Portal Page for
   command concerns validation.  Now provided in a spreadsheet format, the AY23
   shopping list will allow units and/or directorates to validate the position,
   add a description of duties, and add command concerns.  Tour lengths are also
   included for each position.  OPM-2 will release specific instructions for
   command concerns and validation SEPCOR.
H. 01 Jul: AY23 early slate Special Assignments shopping list and timelines
   released via message.
I. 08 Jul: Deadline for commands to validate AY23 shopping list and submit
   command concerns.
J. 15 Jul: Early slate Special Assignments e-resume submission deadline. 
K. 01 Aug: AY23 shopping list released.
L. 15-26 Aug: SCSP convenes.
M. 29 Aug - 02 Sep: SEFP Phase II convenes.
N. 01 Sep: E-resume submission deadline.
O. 07-09 Sep: CWO Command Screening Panel (CWOCSP) convenes.
P. 31 Oct: Having all billets firmly established before the e-resume
   deadline enables OPM to identify and assign the best
   officers to the positions.  When billets are shopped after 01 Sep, the
   synchronization between the new billets and the assignment process
   weakens.  For AY23, all PAL Reprogramming Review (PRR) billet creation or
   modifications completed by 31 October 2022 will be shopped and filled with
   candidates competing for assignment in the assignment year.  Billets created
   after this date will be treated as off-season fills or considered in
   AY24.  Deviations to accommodate emergent service critical positions require
   endorsement from the first flag in the chain of command to CG-PSC-OPM.
Q. 31 Oct-04 Nov: Junior Command Screening Panel (JCSP) convenes.
R. 01 Nov: Requested submission deadline officers requesting to
   voluntarily separate in AY23. Members should communicate any off-season 
   retirement plans with their Assignment Officer to ensure OPM can 
   identify a suitable backfill.
S. 06-09 Dec: O6 Assignment Panel.
T. 24-26 Jan: O5 Assignment Panel.
U. 15 Feb: All OCONUS assignments completed.
V. 01 Apr: All O4 and below assignments completed.
5. Officers who fail to adhere to submission deadlines will not be considered
for Special Assignments, PG school/Adv Ed, SEFP, or Command Screening Panels.
6. Road Shows: The virtual road show schedule is found in Ref D.  In addition to
virtual, OPM-2 will perform in-person road shows on a case by case basis from
now until July 31, 2022.  Commands desiring to fund an in-person road show
should submit a request per Ref D.  Virtual and in-person road shows are meant 
for officers of all ranks, civilian supervisors, and mentors.  They provide
insight into the assignment, promotion, advanced education, command screening, 
and officer evaluation processes.
7. Career Counseling:
A. OPM-2 will conduct career counseling for all officers who are tour
   complete or anticipate transferring in AY23.  Members should engage with
   their respective Assignment Officer early.
B. OPM-4 will conduct career counseling for all officers who are not tour
   complete or do not anticipate transferring in AY23.  OPM-4 conducts virtual
   interactive counseling throughout the year via the Microsoft TEAMS application.  
   Establishing a shared desktop is the most efficient means for an officer to 
   review their record with OPM-4 and greatly enhances the counseling session.  
   Officers desiring an appointment should visit the OPM-4 Portal at:
   https://cg.portal.uscg.mil/units/psc/psc-opm/opm-4/SitePages/Home.aspx to
   request counseling.
C. OPM created a series of Professional Development Podcasts that cover
   numerous topics ranging from creating realistic e-resumes to virtual road
   shows.  Officers are encouraged to browse the library at:

8. OCONUS Assignments: Officers and commands should ensure compliance with Ref
E. If a positive command endorsement is received on form CG-1300 Part IV, the
member must enter the following statement into the comment section of the 
e-resume: I, along with my family (if applicable), having reviewed form CG-1300
Ref D., and received a positive command endorsement.

4. OVERBILLETS: To meet the guidance set forth in the Junior Officer First 
Tour Assignment (JOFTA) policy, junior officers were over-billeted to Cutters,
Marine Inspections, Cyber, Legal, Air Stations, Sector Response and Intel. 
This accounted for 149 (149) junior officers, or 9% (27%), of junior officer 
first tour assignments.
5. The AY23 assignment timeline will remain consistent with recent years. May
through August is the best time for individuals to engage directly with their
assignment officer for general career counseling and initial guidance on AY23
intentions. For members anticipating re-assignment in AY23, now is the time
to begin preparations for the assignment season including updating your officer
record, validating competencies, completing a Record of Professional Development
(Form CG-4082), verifying contact information in Direct Access, registering for
special needs if necessary, and reviewing/updating your employee summary sheet.
6. All O6-and-below off-season assignment opportunities are announced via
ALCGOFF messages. The OPM Portal site (https://cglink.uscg.mil/347c825e) is also
the online source for information on officer personnel management issues and
news. The OPM Portal site contains AO notes and information on boards/panels,
officer evaluations, and career management.
7. Throughout the summer months and into the fall, we will continue to
communicate through traditional channels (Portal notes, off-season
solicitations, and shopping list updates); however, the most up-to-date
information can be found on the OPM Portal site and AO notes.
8. OPM-2 solicits Command Concerns through our AY Preliminary Shopping List
Validation and Command Concerns. In AY22, OPM-2 solicited feedback for 2,562
positions and received comments for 55% of these positions.
9. OPM continues to implement improvements within available communications 
mediums to enhance process transparency. Assignment Officers are once again
available to conduct in-person unit OPM roadshows IAW applicable COVID-19 
travel guidance. Additionally, the OPM library of podcasts discussing career
paths, e-resume submissions, and boards and panels continues to grow and be
refined to provide the workforce with the most up to date information via the
Portal. We are working closely with CG-1 on all military workforce policies
that influence talent management (i.e., Temp Sep, Officer Workforce Planning 
Team/bonuses, OSMS 2.0, etc.). Again, we greatly appreciate the professionalism
and patience demonstrated by the officer corps throughout this busy assignment
year.
