CONTRACTS

AIR FORCE

 

            General Dynamics Advanced Information Systems Inc., Dayton, Ohio, is being awarded a $47,726,000 indefinite-delivery/indefinite-quantity contract.  The objective of the passive electro-optical (EO) infrared red target detection technology program is to support and conduct EO threat warning research at Air Force research laboratory in the area of laser sensor technology, missile warning, and space protection sensors.  This may include EO situational awareness and intelligence collection.  In addition, support and operation of the H4B laboratory facilities is required, which is incidental to the research efforts of this program.  This support includes the operation and maintenance of the laboratory program.  This support includes the operation and maintenance of the laboratory facilities, associated equipment, and any performance upgrades as needed to conduct specific test or research.  At this time, no funds have been obligated.  Solicitations began February 2006 and negotiations were complete July 2006.  This work will be complete November 2011.  Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-06-D-1078).

            Turbocombuster Technology Inc., Stuart, Fla., is being awarded a $6,077,400 firm-fixed-price contract.  This action provides for 420 flameholder afterburners applicable to the F100/220-PW engines.  At this time, total funds have been obligated.  Solicitations began June 2006 and negotiations were complete July 2006.  This work will be complete March 2007.  Headquarter Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (FA8104-06-C-0201).

            Alliant Techsystems Inc., Plymouth, Minn., was awarded on July 13, 2006, a $17,484,940 modification to a firm-fixed-price contract for M1002 120mm cartridges.  Work will be performed in Plymouth, Minn. (18.73 percent), Rocket Center, W.Va. (41.45 percent), Radford, Va. (9.70 percent), Coachella, Calif. (4.34 percent), Louisville, Ky. (9.28 percent), Middletown, Iowa (8.58 percent), St. Bonifacious, Minn. (0.88 percent), Anoka, Minn. (0.63 percent), Ironwood, Mich. (0.10 percent), Toone, Tenn. (1.48 percent), North Brook, Ill. (0.10 percent), Socorro, N.M. (0.88 percent), Yankton, S.D. (1.23 percent), Lawrenceville, Va. (0.17 percent), Baraboo, Wis. (0.82 percent), Lexington, Ky. (0.98 percent), and Hartford, Wis. (0.65 percent), and is expected to be completed by Nov. 30, 2007.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on March 27, 2006.  The Army Tank-Automotive and Armaments Command, Picatinny Arsenal, N.J., is the contracting activity (DAAE30-00-C-1096).

 

            International Military and Government L.L.C., Warrenville, Ill., was awarded on July 13, 2006, a $15,512,844 firm-fixed-price contract for 4-by-2 and 6-by-4 cargo trucks.  Work will be performed in Sunnyvale, Texas, and is expected to be completed by April 10, 2007.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on May 26, 2006.  The Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-06-C-0554).

 

            TechniGraphicS (TGS)*, Fort Collins, Colo., was awarded on July 12, 2006, a delivery order amount of $5,084,229 as part of a $5,084,229 firm-fixed-price contract for geospatial data intelligence services-geospatial intelligence data production in the areas of feature data and controlled image base.  Work will be performed in Wooster, Ohio (64 percent), Melbourne, Fla. (21 percent), and St. Louis, Mo. (15 percent), and is expected to be completed by July 11, 2007.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on April 25, 2006.  The National Geospatial-Intelligence Agency, St. Louis, Mo., is the contracting activity (NMA302-03-D-0003).

 

NAVY

 

            Raytheon Co., Integrated Defense Systems, Portsmouth, R.I., is being awarded a $13,000,000 firm-fixed-price contract for the fabrication, assembly, test, and delivery of 52 MK 20 MOD 1 canisters on behalf of the Governments of Japan (88 percent) and Canada (12 percent) under the foreign military sales program.  The MK 20 MOD 1 canister holds a RIM-7 Sea Sparrow missile in the MK 48 guided missile vertical launching system (GMVLS).  The MK 48 GMVLS is the launcher for the Sea Sparrow surface-to-air ship self-defense missile.  Work will be performed at the facility of Raytheon’s sub contractor, Stork Fokker, in Hoogeveen, Netherlands, and is expected to be completed by February 2009.   Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-06-C-5435).

 

            Pratt and Whitney, Military Engines, East Hartford, Conn., is being awarded an $11,999,724 modification to a previously awarded cost-plus-award-fee contract to incorporate revised roll post bay ventilation changes into the F-135 propulsion system.  These changes are required to meet revised system development and demonstration flight test roll post leakage requirements specified by Lockheed Martin, the F-35 air system prime contractor.  Work will be performed in Bristol, England (75 percent), and East Hartford, Conn. (25 percent), and is expected to be completed in September 2008.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

            Vision Research, Inc.*, Wayne, N.J., is being awarded a $6,194,500 ceiling-priced indefinite-delivery/indefinite-quantity contract for the procurement of up to 65 color and monochrome motion high-speed digital cameras and on-site training in support of the Naval Air Warfare Center Weapons Division, China Lake’s digital video test and evaluation improvement and Modernization Program.  Work will be performed in Wayne, N.J., and is expected to be completed in July 2008.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via an electronic request for proposals; two offers were received.  The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity (N68936-06-D-0021).

 

            Pratt and Whitney, Military Engines, East Hartford, Conn., is being awarded a $5,462,704 modification to a previously awarded cost-plus-award-fee contract for the procurement of unique F-135 special test equipment required to perform F-135 engine ram air testing.  Work will be performed in West Palm Beach, Fla. (95 percent), and East Hartford, Conn. (5 percent), and is expected to be completed in March 2007.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

            Aloha Petroleum LTD.*, Honolulu, Hawaii, is being awarded a minimum $10,228,749 fixed-price with economic price adjustment contract for diesel fuel.  The using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  Work will be performed in Hawaii.  There were 10 proposals solicited and six responded.  Contract funds will not expire at the end of the current fiscal year.  The date of performance completion is Dec. 31, 2009.  Contracting activity is Defense Energy Support Center, Fort Belvoir, Va. (SP0600-06-D-1262).
