CONTRACTS

NAVY

            Bell Helicopter Textron, Inc., Fort Worth, Texas, is being awarded a $137,422,138 firm-fixed-price, fixed-price-incentive fee contract for the fiscal year 2006 low rate initial production lot III procurement of 7 UH-1Y aircraft, 1 UH-1Y full flight simulator, and 4 composite maintenance trainers (Phase I) under the H-1 upgrade program.  Work will be performed in Hurst, Texas (80 percent), and Amarillo, Texas (20 percent), and is expected to be completed in September 2008.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-06-C-0086).

            EPI*/South Bay* Joint Venture, San Diego, Calif.; Allen Engineering Contractor*, San Bernardino, Calif.; Souza Construction*, Visalia, Calif.; J & P Construction*, Santa Maria, Calif.; Macro-Z Technology*, Santa Ana, Calif.; MTM Construction, Inc.*, Hacienda Heights, Calif.; and Pacific West Builders/R.A. Burch Construction*, San Diego, Calif.; are being awarded a maximum amount of $50,000,000 (base period and four option years), firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award construction contract.  The work to be acquired under this solicitation is for new construction and renovation by design-build or (to a lesser extent) by design-bid-build.  Projects include:  construction, maintenance construction, roofing, demolition, routine renovation and repair of facilities and infrastructure including: 1) aviation facilities; 2) personnel housing facilities; 3) administrative facilities; 4) warehouses and supply facilities; 5) medical and dental facilities; 6) abatement and handling of hazardous/regulated materials (including and not limited to asbestos, lead paint and PCBs); and 7) the civil, sanitary, stormwater, mechanical and electrical systems and incidental related work.  Work will be performed at various locations within the China Lake area of responsibility, including but not limited to, Edwards Air Force Base, Bridgeport and Lemoore, Calif.  The term of the contract is not to exceed 60 months, with an expected completion date of July 2011.  Contract funds will not expire at the end of the current fiscal year.  This contract was issued as a 100 percent set aside for eight (a) small businesses on the NAVFAC e-solicitation website with 24 proposals received.  These seven contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command Southwest, San Diego, Calif., is the contracting activity (N62473-06-D-1049, N62473-06-D-1050, N62473-06-D-1051, N62473-06-D-1052, N64273-06-D-1053, N62473-06-D-1054 and N62473-06-D-1055).

            Transatlantic Lines, Greenwich, Conn., is being awarded a $6,879,520 one-year firm-fixed-price contract and with additional reimbursables for the time-charter of one U.S. flag tanker.  The vessel has a minimum capacity of 35,000 barrels and will support U.S. forces operating in the Japan/Korea area.  The contract includes three one-year option periods and one 11-month option period, which is exercised, the contract’s total value would be $25,589,458 plus additional reimbursables.  The government has the right to cancel, in any period, after 60 days with 10 days notice, thereafter with 30 days notice.  Delivery of the vessel is anticipated in October 2006.  Work will be performance in the Japan and Korea area waters, and the expected completion date is September 2007 (August 2011 with options).  Contract funds will be obligated at the time of performance commencing at the beginning of the fiscal year which starts on Oct. 1, 2006.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with more than 85 proposals solicited and three offers received.  The U.S. Navy’s Military Sealift Command, Washington, D.C., is the contracting activity (N00033-06-C-5409).

            Peter Vander Werff Construction, Inc.*, El Cajon, Calif., is being awarded $5,124,000 for firm-fixed price task order 0015 under a previously awarded indefinite-delivery/indefinite-quantity multiple award construction contract for construction of an assault breacher vehicle facility at the Marine Corps Base, Camp Pendleton.  The work to be performed provides for the construction of a single-story reinforced masonry building, with a high-bay maintenance facility, vehicle wash rack, vehicle loading dock, heavy duty concrete parking ramp, a replacement vehicle storage lot, incidental utilities, area lighting, security fencing, and new parking area constructed adjacent the existing compound.  Work will be performed in Oceanside, Calif., and is expected to be completed by October 2007.  Contract funds will not expire at the end of the current fiscal year.  The basic contract was competitively procured via the NAVFAC e-solicitation website with 10 offers received and an award made on June 28, 2002.  The total contract amount is not to exceed $150,000,000, which includes the base period and four option years.  The multiple contractors (six in number) may compete for task orders under the terms and conditions of the existing contract.  Five offers were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

            Watts-Korsmo A JV*, Novato, Calif., is being awarded a $14,137,000 firm-fixed-price contract for the Naval Surface Warfare Center Carderock Division Detachment Bremerton consolidation at Naval Base Kitsap.  The work to be performed provides for design and construction of a combined laboratory building with a paved parking area, a pier to a government furnished floating pontoon, two prefabricated buildings on the pontoon, civil site improvements to Carlson Spit, and extension of existing base utilities.  Sustainable design features shall be adhered to for the combined laboratory and when possible, the pier.  Anti-terrorism force protection features are required for all facilities and may include setbacks, intrusion detection systems, and other notable features such as card swipe/electronic keypads.  Sensitive compartmented information facilities rooms and distribution systems are required as part of this project.  Work will be performed in Silverdale, Wash., and is expected to be completed by February 2008.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the NAVFAC e-solicitation website with three offers received.  The Naval Facilities Engineering Command, Northwest, Silverdale, Wash., is the contracting activity (N44255-06-C-2102).

            Sam Houston State University, Huntsville, Texas, is being awarded a $5,552,455 cost-plus-fixed-fee (completion) contract for engineering and technical services in the development of solid-state power management devices for applications in hull, mechanical and electrical distributive systems on-board naval ships.  The work being performed entails a variety of tasks for engineering and specialized technical services in support of intelligent health and usage monitoring system prototype tasking.  Work will be performed in Longview, Texas (35 percent); Fairfax Station, Va. (30 percent); Houston, Texas (15 percent); Huntsville, Texas (10 percent); and Dania Beach, Fla. (10 percent); and is expected to be completed by July 2008.  Contract funds will not expire at the end of the current fiscal year.  The contract was not competitively procured.  The Naval Surface Warfare Center, Carderock Division, West Bethesda, Md., is the contracting activity (N00167-06-C-0007).

AIR FORCE

            Boeing Co., Wichita, Kan., is being awarded a $56,356,486 cost-plus-award fee contract modification.  This action provides for C-130 avionics modernization program engineering change proposal 1004R1, training part II.  At this time, $6,000,000 has been obligated.  Negotiations were complete November 2006.  This work will be complete January 2010.  Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-0047/P00114).

            Orbital Technologies Corp., Madison, Wis., is being awarded a $24,900,000 indefinite-delivery/indefinite-quantity with cost-plus-fixed fee contract.  The program effort is geared towards helping commercialize/develop the Orbitec unique vortex rocket engine technology, thereby supporting the goals of the Air Force integrated high payoff rocket propulsion technology program.  The small business innovative research III program will attempt to integrate vortex engine propulsion technology with state-of-the art tank and feed system technology to demonstrate a cohesive universal small launch vehicle capability.  The Air Force can issue delivery orders totaling up to the maximum indicated above, although requirements may necessitate less than the amount indicated above.  At this time, $3,920,100 has been obligated.  Negotiations were complete July 2006.  This work will be complete July 2011.  Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-06-D-2605).

ARMY

            Sauer Inc., Jacksonville, Fla., was awarded on July 18, 2006, a $25,152,850 firm-fixed-price contract for repairs and renovations to buildings.  Work will be performed at Fort Benning, Ga., and is expected to be completed by June 13, 2008.  Contract funds will not expire at the end of the current fiscal year.  There were 250 bids solicited on April 13, 2006, and one bid was received.  The Army Corps of Engineers, Savannah, Ga., is the contracting activity (W912HN-06-C-0047).

            Shaw Environmental & Infrastructure Inc., Alexandria, Va., was awarded on July 15, 2006, an $18,578,346 firm-fixed-price contract for the design, construction, and renovation of the G-2 Intelligence Headquarters Command, headquarters security brigade.  Work will be performed in Kabul, Afghanistan, and is expected to be completed by Oct. 23, 2007.  Contract funds will not expire at the end of the current fiscal year.  There were 20 bids solicited on May 29, 2006, and 11 bids were received.  The Army Engineer District, Kabul, Afghanistan, is the contracting activity (W917PM-06-C-0027).

            CORE Construction, St. Morton, Ill., was awarded on July 18, 2006, a $7,970,500 firm-fixed-price contract for replacement of a composite air support operations center training facility.  Work will be performed in Peoria, Ill., and is expected to be completed by Nov. 6, 2007.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via the World Wide Web on Feb. 27, 2006, and five bids were received.  The Property Fiscal Office, Springfield, Ill., is the contracting activity (W91SMC-06-C-0010).

            Kin Enterprises Inc.*, Marysville, Calif., was awarded on July 14, 2006, a $5,995,051 firm-fixed-price contract for Sacramento River levee repairs.  Work will be performed in Sutter, Calif. (50 percent), and Colusa, Calif. (50 percent), and is expected to be completed by Nov. 1, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via the World Wide Web on May 25, 2006, and four bids were received.  The Army Corps of Engineers, Sacramento, Calif., is the contracting activity (W91238-06-C-0019).
