CONTRACTS

AIR FORCE

 

            Raytheon Co., Goleta, Calif., is being awarded a $96,000,000 firm-fixed-price, time and materials contract.  This requirement is for the foreign military sales of the advanced self protection integrated suite to the country of Greece.  This electronic warfare system will be used on the F-16 aircraft being procured under a separate acquisition by the F-16 program office.  Associated spares, support equipment, engineering services, flight test support and data are also being acquired under this contract.  At this time, $48,000,000 has been obligated.  Solicitations began March 2006.  Negotiations were complete July 2006.  This work will be complete April 2009.  Headquarters Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (FA8253-06-C-0027).

 

            Boeing Co., Wichita, Kan., is being awarded a $7,463,417 firm-fixed-price-cost reimbursement, and time and materials contract modification.  This action provides for multi use system tester-armament next generation (MUSTANG) program.  This effort includes the production and delivery of the MUSTANG testers, MUSTANG cable testers (CT) and MUSTANG operational cable sets (OCS), as well as technical support required during the MUSTANG program production.  MUSTANG is intended as a replacement for the B-52 weapons preload tester and ground weapons maintenance testers utilized in certifying the B-52 aircraft for conventional and nuclear weapons release and the off-aircraft pylon test used to certify pylons.  The basic contract will procure the following equipment and quantities as described below with an option for additional quantities:  15 each, MUSTANG, 15 each, MUSTANG OCS, 5 each, MUSTANG CT.  At this time, $8,150,000 has been obligated.  Negotiations were complete June 2006.  This work will be complete May 2007.  Headquarters Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (FA8107-05-C-0007/PZ001).

 

            International Enterprises, Talladega, Ala., is being awarded a $5,998,740 firm-fixed-price contract.  This action provides for CD band antenna remanufacture/update to restore the F-16 A/B/C/D band antenna, related components, multiple NSN’s and quantities.  At this time no funds have been obligated.  Negotiations were complete April 2006.  This work will be complete July 2011. Headquarters Ogden Air Logistics Center, Hill Air Force Base, Utah, is the contracting activity (FA8212-06-D-0012).

 

            Northrop Grumman Systems Corp., Rolling Meadows, Ill., is being awarded a $32,474,984 time and material, cost reimbursement—no fee, cost-plus-fixed-fee contract modification.  This action provides for engineering services, travel and per diem, material in support of the ALQ-155, ALQ-122 and the ALT-16 systems.  At this time, $32,474,984 has been obligated. Solicitations began in March 2006 and negotiations were complete in June 2006.  Headquarters Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (F09603-03-D-0002-0093).

 

NAVY

 

            L-3 Communications Vertex Aerospace LLC, Madison, Miss., is being awarded a not-to-exceed $48,083,668 indefinite-delivery/indefinite-quantity delivery order contract to provide specialized technical services in support of depot level maintenance (DLM) work performed on aircraft and rework of associated components and materials.  Services to be provided include modifications, in-service repairs, and all other categories of service associated with aircraft DLM and its planning.  Work will be performed in San Diego, Calif. (78 percent); Camp Pendleton, Calif. (9 percent); Lemoore, Calif. (4 percent); Pt. Mugu, Calif. (2 percent); Bremerton, Wash. (2 percent); Kaneohe Bay, Hawaii (2 percent); Yuma, Ariz. (2 percent); and Miramar, Calif. (1 percent), and is expected to be completed in August 2008.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured through an electronic request for proposals; two offers were received.  The Naval Air Warfare Center Weapons Division, Pt. Mugu, Calif., is the contracting activity (N68936-06-D-0024).

 

            Science Applications International Corp., San Diego, Calif., is being awarded an $11,874,613 indefinite-delivery/indefinite-quantity contract with fixed-priced task orders for ashore information technology support services, including project management, systems integration, systems engineering, ashore operations and global helpdesk operations.  These technology services will be provided at Military Sealift Command offices worldwide.  This contract contains three one-year option periods and eight three-month award term periods, which if exercised, would bring the total award amount to $74,996,346.  Work will be performed in Washington, D.C. (82.7 percent); Virginia Beach, Va. (7.3 percent); San Diego, Calif. (3.6 percent); Manama, Bahrain (2.8 percent); Naples, Italy (1.8 percent); and Yokohama, Japan (1.8 percent), and is expected to be completed July 2007 (July 2012 with options).  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with over 100 proposals solicited and eight offers received.  The solicitation was issued on an unrestricted basis, using full and open competitive procedures.  The Military Sealift Command, Washington, D.C., is the contracting activity (N00033-06-D-6507).

 

            Armorworks, Inc., Tempe, Ariz., is being awarded an $8,765,078 delivery order 0009 under a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract for an additional quantity of enhanced small arms protective inserts used as personal armor by Marines.  Work will be performed in Tempe, Ariz., and is expected to be completed in May 2007.  Contract funds will expire at the end of the current fiscal year.  Marine Corps Systems Command, Quantico, Va., is the contracting activity.

 

ARMY

 

            Chickasaw Nation Industries Inc.*, Ada, Okla., was awarded on July 18, 2006, a $15,763,081 firm-fixed-price contract for construction of interim relocatable facilities.  Work will be performed at Fort Leonard Wood, Mo., and is expected to be completed by May 1, 2007.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on June 9, 2006.  The Army Corps of Engineers, Kansas City, Mo., is the contracting activity (W912DQ-06-C-0040).

 

            Beta Analytics Inc., Fairfax, Va., was awarded on July 19, 2006, a $5,005,782 increment as part of a $12,013,757 cost-plus-award-fee contract for support of the defense advanced research projects agency’s security and intelligence directorate.  Work will be performed in Arlington, Va., and is expected to be completed by July 31, 2011.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via the World Wide Web on Feb. 13, 2006, and five bids were received.  The Defense Advanced Research Projects Agency, Arlington, Va., is the contracting activity (HR0011-06-C-0127).

 

DEFENSE LOGISTICS AGENCY

 

            BP Energy Co., Charlottesville, VA., is being awarded a maximum $9,485,781 fixed-price with economic-price-adjustment contract for direct supply natural gas.  The using services are Army, Navy, Air Force, and federal civilian agencies. There were 145 proposals solicited and 17 responded.  Contract funds will not expire at the end of the current fiscal year.  The date of performance completion is September 30, 2008.  Contracting activity is Defense Energy Support Center, Fort Belvoir, Va. (SP0600-05-D-7534).
