STATEMENT BY THE SECRETARY GENERAL
ON EXPANSION OF NATO’S OPERATION IN AFGHANISTAN


Today, the NATO-led International Security Assistance Force has expanded its operations to include the East of Afghanistan.  NATO will now carry out its UN-mandated mission – to extend the autority of the Afghan Government, and to create the conditions for reconstruction and development --  throughout the whole country, building on the efforts of the US-led Coalition.

The expansion of the NATO-ISAF mission is a reflection of the Alliance’s unflagging commitment to help the Afghan people build a better future for themselves. As part of that effort,  NATO will soon also begin providing equipment and training to the Afghan National Army.

In Afghanistan, there can be no development without security; and there will be no long-term security without development.  Therefore all international actors need to work closely together, supporting and reinforcing each other in order to maximise their efforts and to promote Afghan ownership.

Aujourd’hui, la Force internationale d’assistance à la sécurité (FIAS) dirigée par l’OTAN a étendu sa zone d’opérations à l’est de l’Afghanistan. L’OTAN va désormais mener sa mission sous mandat des Nations Unies - mission qui consiste à étendre l’autorité du gouvernement et à instaurer les conditions nécessaires à la reconstruction et au développement – dans l’ensemble du pays, en s’appuyant sur les efforts menés par la coalition conduite par les États‑Unis.

L’extension de la mission de la FIAS traduit la détermination sans faille de l’Alliance à aider le peuple afghan à se bâtir un avenir meilleur. Dans le cadre de cet effort, l’OTAN va aussi commencer prochainement à fournir des équipements et assurer une formation pour l’armée nationale afghane.
En Afghanistan, il ne peut y avoir de développement sans sécurité, et il ne saurait y avoir de sécurité à long terme sans développement. Par conséquent, tous les acteurs internationaux doivent collaborer étroitement, se soutenir et se renforcer mutuellement pour tirer le meilleur parti de leurs efforts et encourager les Afghans à prendre en main leur destin.
