CONTRACTS

AIR FORCE

Boeing Co., Huntington Beach, Calif., is being awarded a $674,116,428 cost-plus-award fee contract. This action provides for Delta IV Launch Capability for the Evolved Expendable Launch Vehicle (EELV) rocket program. This effort includes launch and Range Operations for Vandenberg Air Force Base, Calif., and Cape Canaveral Air Force Station, Fla.; Mission Integration Mission Unique Development and Integration; System Engineering and program management; subcontractor support; factory support engineering; and special studies. At this time, $405,188,331 have been obligated. Solicitations began April 2005 and negotiations were complete June 2006. This work will be complete September 2007. Headquarters Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity (FA8816-06-C-0001).

Raytheon Co., Tucson, Ariz., is being awarded a $269,646,834 firm-fixed-price contract modification. This action is exercising an option to purchase 500 Advanced Medium Range Air-to-Air Missiles (AMRAAM) Air Vehicles (AAVs) Air Intercept Missile (AIM) - 120C-5 missiles and rehost. This effort supports foreign military sales to Pakistan 100%. At this time, total funds have been obligated. This work will be complete April 2011. Headquarters Medium Range Missile Systems Group, Eglin Air Force Base, Fla., is the contracting activity (FA8675-05-C-0070/P00028).

Northrop Grumman Systems Corp., San Diego, Calif., is being awarded a $12,542,589 cost-plus-award fee contract modification. This action provides for engineering, manufacturing and development activities in support of the Global Hawk program. At this time, total funds have been obligated. This work will be complete December 2007. Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-4600/P00181).

DTS Aviation Services Inc., Fort Worth, Texas, is being awarded a $10,580,046 fixed-price with cost reimbursable contract modification. This action exercises an option year 4, will provide aircraft backshop maintenance, munitions, and equipment support for the Air Armament Center and for the Air Armament and Command Control, Communications Computers, and Intelligence (C4I) Systems Testing for a 12-month period. At this time, $10,293,712 have been obligated. Headquarters 96th Air Base Wing, Eglin Air Force Base, Fla., is the contracting activity (F08651-02-C-0085/P00037).

VBR Joint Venture, Fairfax, Va., is being awarded an $8,080,573 cost-plus-award fee contract modification. This is a modification to the Turkey Base maintenance Contract. The main purpose of this modification is to incorporate FY07 estimated costs for material purchases, contractor's business travel, and the Tankers and Cargo Hug Contingency effort. This work will be complete September 2007. At this time, no funds have been obligated. Headquarters 39th Air Base Wing, APO AE, is the contracting activity (F61521-03-C-5400/P00061).

ARMY

Sikorsky Aircraft Corp., Stratford, Conn., was awarded on Nov. 15, 2006, a $237,000,000 modification to a firm-fixed-price contract for Black Hawk Helicopters and Conversion Delta for UH-60L to UH-60M and UH-60L to HH-60M. Work will be performed in Stratford, Conn., and is expected to be completed by May 30, 2009. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Oct. 4, 2000. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-02-C-0006).

Stewart and Stevenson Tactical Vehicle Systems L.P., Sealy, Texas, was awarded on Nov. 15, 2006, a $42,080,261 modification to a firm-fixed-price and cost-reimbursement contract for Family of Medium Tactical Vehicle Trucks and Trailers. Work will be performed in Sealy, Texas, and is expected to be completed by Nov. 15, 2008. Contract funds will not expire at the end of the current fiscal year. There were two bids solicited on Aug. 15, 2002, and two bids were received. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-03-C-S023).

Lockheed Martin Corp., Grand Prairie, Texas, was awarded on Nov. 15, 2006, a $27,467,749 modification to a firm-fixed-price contract for Full Rate Production of the Guided Multiple Launch Rocket System. Work will be performed in East Camden, Ark. (80 percent), and Grand Prairie, Texas (20 percent), and is expected to be completed by Nov. 30, 2008. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on July 24, 2006. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W31P4Q-06-C-0002).

The Boeing Co., Mesa, Ariz., was awarded on Nov. 15, 2006, a $6,000,000 modification to a firm-fixed-price contract for Performance Based Logistics for the Apache (AH-64)D Unique Components. Work will be performed in Mesa, Ariz., and is expected to be completed by Oct. 31, 2009. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on June 28, 2006. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-04-C-0203).

NAVY

Science Applications International Corp., San Diego, Calif., is being awarded a $55,356,791 indefinite-delivery/indefinite-quantity, cost-plus-fixed fee performance-based contract to provide Enterprise Command and Control Advance Technology Services. The contract is for a base year, with two option periods and four award term provisions, which if exercised, would bring the cumulative value of the contract to an estimated $422,965,844. Work will be performed in Washington, D.C., (45 percent); Charleston, S.C., (35 percent); and the Norfolk/Tidewater Area, Va. (20 percent), and is expected to be completed in November 2007 (November 2013 with options). Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured under full and open competition. The Request for Proposal was posted on the Space and Naval Warfare Systems Center E-commerce website, with four offers received. The Space and Naval Warfare Systems Center Charleston, S.C., is the contracting activity (N65236-07-D-6868).

L-3 Communications, Titan Corporation, Aviation & Maritime Services Division, of Marlton, New Jersey is being awarded a $38,721,066 indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee pricing to support the Submarine Communication Information and Command, Control Communications, Computers and Intelligence (C4I) Systems Division with technical support services for submarine and satellite communication, information technology and other C4I efforts. This three-year contract includes two, one-year options, which, if exercised, would bring the cumulative, potential value of the contract to $65,997,206. Work will be performed in San Diego, Calif. (90 percent), and Marlton, N.J. (10 percent), and is expected to be completed November 2009. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via publication on the Federal Business Opportunity website (Solicitation No. N66001-06-R-0018) and posting on the Space and Naval Warfare Systems e-Commerce Central website, with three offers received. This contract is one of three contracts awarded; awardees will compete for task orders during the ordering period. Science Application International Corporation (SAIC), Technology Services Company, San Diego, California, is being awarded a $34,853,205 indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee pricing to support the Submarine Communication Information and Command, Control Communications, Computers and Intelligence (C4I) Systems Division with technical support services for submarine and satellite communication, information technology and other C4I efforts. This three-year contract includes two, one-year options, which, if exercised, would bring the cumulative, potential value of the contract to $59,549,594. Work will be performed in San Diego, Calif., and is expected to be completed November 2009. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via publication on the Federal Business Opportunity website (Solicitation No. N66001-06-R-0018) and posting on the Space and Naval Warfare Systems e-Commerce Central website, with three offer received. ITT Corporation, Aerospace Communications Division, Fort Wayne, Ind., is being awarded a $33,430,629 cost-plus-incentive-fee with cost-plus-fixed-fee contract line items numbers (CLINS) contract for Solider Radio Waveform (SRW). The SRW software application will operate on Joint Tactical Radio sets to provide voice, data, and video tactical communications services in support of network-centric operations. This contract includes options which, if exercised, would bring the cumulative value of this contract to an estimated $69,599,947. Work will be performed in Clifton, N.J. (90 percent) and Fort Wayne, Ind., (10 percent), and is expected to be completed by February 2008 (January 2010 with options). Contract funds will expire at the end of the current fiscal year. This contract was a sole source acquisition. The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity (N65236-07-C-5876).

SERCO, Inc., Vienna, Va., is being awarded a $33,256,376 indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee pricing to support the Submarine Communication Information and Command, Control Communications, Computers and Intelligence (C4I) Systems Division with technical support services for submarine and satellite communication, information technology and other C4I efforts. This three-year contract includes two, one-year options, which, if exercised, would bring the cumulative, potential value of the contract to $56,684,977. Work will be performed in San Diego, Calif. (90 percent), and Vienna, Va. (10 percent), and is expected to be November 2009. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via publication on the Federal Business Opportunity website (Solicitation No. N66001-06-R-0018) and posting on the Space and Naval Warfare Systems e-Commerce Central website, with three offers received. Raytheon Company, McKinney, Texas, is being awarded $13,502,610 for firm-fixed-price delivery order under previously awarded contract (M67854-06-C-6002) for the production of U.S. Army and U.S. Marine Corps .50 Cal Thermal Sight Day/TV Systems and option contract line item numbers for associated technical and engineering support. Work will be performed in McKinney, Texas, and is expected to be completed June 2009. Contract funds will not expire by the end of the current fiscal year. This contract was awarded as a result of a full and open competitive solicitation. This work effort is for the FY 07 procurement of units. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

Raytheon Company, Full Service Partnering Center, Poulsbo, Wash., is being awarded a $12,454,645 firm-fixed price /time & materials/cost-plus-fixed-fee modification to previously awarded contract (N00024-06-C-6107) for Pearl Harbor torpedo maintenance actions, Yorktown progressive depot level repair support, and Pearl Harbor technical support services for MK 48 Heavyweight Torpedo Intermediate Maintenance. This effort is for technical engineering and maintenance services in support of the Undersea Weapons Program Office (PMS404) and its sponsors. Work will be performed in Pearl Harbor, Hawaii (80 percent), Yorktown, Va. (18 percent), and Poulsbo, Wash. (2 percent), and is expected to be completed by November 2007. Contract funds in the amount of $12,454,645 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Tetra Tech EC Inc., San Diego, Calif., is being awarded $9,801,258 for Task Order 0028 under previously awarded indefinite-quantity, cost plus award fee contract (N62473-06-D-2201) for environmental remediation services at Naval Air Station Alameda. This task order provides for the research and investigation of all previous storm and sewer line removal work at Operating Unit 2C, Installation Restoration Site 5 and Building 400 to complete a time critical removal action. Work will be performed in Alameda, Calif., and is expected to be completed by August 2008. Contract funds will not expire at the end of the fiscal year. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

Carl Zeiss Optronics, Oberkochen, Germany, is being awarded $7,079,500 for firm-fixed-price delivery order under a previously awarded indefinite-delivery/indefinite-quantity contract (M67854-06-C-6004) with a maximum ordering quantity of $35M for the production of 250 Eyesafe Laser Rangefinders and associated technical and engineering support. Work will be performed in Oberkochen, Germany (60 percent) and Indianapolis, Ind. (40 percent) and is expected to be completed in December 2007. Contract funds in the amount of $7,079,500 will expire by the end of the current fiscal year. This contract was competitively procured as a result of a full and open competitive award. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.
