CONTRACTS

ARMY

General Dynamics Land Systems, Sterling Heights, Mich., was awarded on Nov. 17, 2006, a delivery order amount of $339,115,179 as part of a $353,115,179 firm-fixed-price contract for M1A1A Abrams integrated management vehicles. Work will be performed in Lima, Ohio (77 percent), Scranton, Pa. (20 percent), and Muskegon, Mich. (3 percent), and is expected to be completed by Dec. 31, 2010. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Aug. 16, 2006. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-06-G-0006).

EMC2 Corp., McLean, Va., was awarded on Nov. 15, 2006, a delivery order amount of $34,500,000 as part of a $44,000,000 firm-fixed-price contract for continued support and service for the EMC2 Clariion and Centera Storage System and Software. Work will be performed in White Sands, N.M. (20.5 percent), Dugway, Utah (18.2 percent), Huntsville, Ala. (11.4 percent), Aberdeen Proving Ground, Md. (2.3 percent), Yuma, Ariz. (6.8 percent), Alexandria, Va. (2.3 percent), Eglin, Fla. (9.1 percent), Fairfax, Va. (13.6 percent), Keyport, Wash. (11.4 percent), Ridgecrest, Calif. (2.3 percent), and Patuxent River, Md. (2.3 percent), and is expected to be completed by March 31, 2009. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on June 14, 2006. The U.S. Army Contracting Agency, White Sands Missile Range, N.M., is the contracting activity (W9124Q-04-D-0006).

General Dynamics Land Systems, Sterling Heights, Mich., was awarded on Nov. 20, 2006, a delivery order amount of $19,840,804 as part of a $48,307,239 firm-fixed-price contract for loader's thermal weapon sights for the M1A1 and M1A2 Abrams Tanks. Work will be performed in Sterling Heights, Mich., and is expected to be completed by May 30, 2008. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on April 19, 2006. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-06-G-0006).

Oracle Corp., Reston, Va., was awarded on Nov. 27, 2006, a $5,330,985 firm-fixed-price contract for renewal software update license and support for the Military Health System, Tricare Management Activity. Work will be performed in Falls Church, Va., and is expected to be completed by Nov. 29, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Nov. 17, 2006. The Center for Excellence, Arlington, Va., is the contracting activity (DAAB15-99-A-1002)

NAVY

Raytheon Space & Airborne Systems, El Segundo, Calif., is being awarded a $28,000,000 cost-plus-fixed-fee undefinitized order (#0004) against previously awarded repair basic ordering agreement (N00383-04-G-200H) for the repair of 178 line items of repairable components of the Advanced Targeting Forward Looking Infrared Radar (ATFLIR) System used on the F/A-18 aircraft. The major repairable item is the Electro-Optical Sensor Unit. Work will be performed in El Segundo, Calif., and is expected to be completed by December 2007. Contract funds will not expire by the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity (N00383-04-200H).

DCS Corp.*, Alexandria, Va., is being awarded a $26,797,150 indefinite-delivery, indefinite-quantity contract for the development of the Ground Proximity Warning System (GPWS) and Terrain Awareness Warning System (TAWS) software products for the Naval Air Systems Command Air Combat Electronics Program Office. Specifically, this contract provides for software engineering required to tailor the GPWS and TAWS embedded software algorithms to incorporate platform specific mission requirements, develop, integrate, and test the algorithm, maintain all required documentation, provide technical oversight, modify/correct fielded software, and maintain quality assurance and configuration management. Work will be performed in Lexington Park, Md., and is expected to be completed in November 2011. Contract funds in the amount of $20,000 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-07-D-0007).

McDonnell Douglas Corporation, St. Louis, Mo., is being awarded a $19,216,200 ceiling priced order #0002 under a previously awarded basic ordering agreement (N00383-07-G-005H) for Avionics Repair Facility (ARF) support, which provides for repair of various F/A-18 and AV-8B components. This order includes a purchase for the Government of Spain (less then one percent) under the Foreign Military Sales Program. Work will be performed in Lemoore, Calif. (62 percent); Cecil Field, Fla. (35 percent); and Philadelphia, Pa. (3 percent), and work is expected to be completed by September 2007. Contract funds will not have expired at the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point is the contracting activity.

Lockheed Martin Maritime Systems and Sensor, Manassas, Va., is being awarded a $9,978,232 cost-plus-fixed-fee modification under previously awarded contract (N00024-04-C-6207) to exercise an option to procure an additional 70,605 hours of engineering services and incidental material/travel/subsistence in support of the Navy Acoustic Combat System Improvement and Integration. Work will be performed in Manassas, Va., and is expected to be completed by December 2007. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Vinghog AS, Tonsberg, Norway, is being awarded an $8,443,895 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for an Improved Crew Served Weapons Mount (ICSWM) for the MK47 Advanced Lightweight Grenade Launcher (ALGL). The ICSW Mount, with adapters, will be used with other fielded machine guns such as the M2 and M240 machine guns. This project will evaluate a soft-mount for Special Operations Forces (SOF) crew served weapons such as the MK47 MOD 0 ALGL and machine guns. It is envisioned that the ICSWM will improve accuracy when firing on the move, resulting in less dispersion and reducing the amount of ammunition required to defeat targets. The ICSWM mount program will test the soft-mount technology to verify that it does improve the performance of the MK47 Weapon System in accordance with objective joint Operational Requirements Document. Work will be performed in Tonsberg, Norway, and is expected to be completed by November 2011. Contract funding in the amount of $8,443,895 will expire at the end of the current fiscal year. The contract was competitively procured and advertised on the Internet, with one offer received. The Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity (N00164-07-D-4883).

DEFENSE LOGISTICS AGENCY

Reliant Energy Solutions East, Edison, N.J., is being awarded a maximum $7,488,142 firm fixed price contract for electricity for Army. Location of performance is Fort Meade, Md. There were 156 proposals solicited and 13 responded. Contract funds will not expire at the end of the current fiscal year. Date of performance completion is December 31, 2007. Contracting activity is the Defense Energy Support Center (DESC), Fort Belvoir, Va. (SP0600-05-G-8037).
