Release of General Lance L.
Smith as Supreme Allied Commander Transformation
NATO today
concurred to the release of General Lance L. Smith as Supreme
Allied
Commander Transformation. In a letter from the President of the United
States of
America to the NATO Secretary General, who is Chairman of the
Defence Planning
Committee, the President asked DPC member states to agree to
release General
Smith, who has completed his term in this
position.
The Committee agreed with great regret to release General Smith
from his
assignment as Supreme Allied Commander Transformation. They
expressed to
General Smith, in the name of the NATO governments, lasting
gratitude for his
distinguished service.
In this regard, the President
of the United States of America was asked to nominate
an officer of the
United States for appointment as Supreme Allied Commander
Transformation to
succeed General Smith. In response to this request, the President
of the
United States informed the Committee that he will, at a later date,
nominate
an officer for consideration as successor to General Smith, with the
same powers
and functions, and of his intention to appoint the officer to the
grade of General or
Admiral, with the advice and consent of the United States
Senate, while serving in
that position.
General Smith will depart his
command in November 2007.
L'OTAN
a accepté ce jour que le général Lance L. Smith soit libéré de ses fonctions de
Commandant suprême allié Transformation. Dans une lettre que le Président des
États-Unis d'Amérique avait envoyée au Secrétaire général de l'OTAN, qui préside
le Comité des plans de défense (DPC), le Président avait demandé aux États
membres du DPC d'accepter de libérer le général Smith de ses fonctions, celui-ci
étant arrivé au terme de son mandat.
Le
comité a accepté avec un profond regret de libérer le général Smith de ses
fonctions de Commandant suprême allié Transformation. Au nom des gouvernements
des pays de l'OTAN, les
membres du comité ont exprimé leur durable
gratitude au général Smith pour les remarquables services rendus dans l'exercice
de ses fonctions.
Le
Président des
États-Unis d'Amérique a été invité à ce sujet à proposer la candidature d'un
officier américain au poste de Commandant suprême allié Transformation, en
remplacement du général Smith. En réponse à cette invitation, le Président des
États-Unis a fait savoir au comité qu'il désignerait ultérieurement un officier
pour succéder au général Smith, avec les mêmes pouvoirs et les mêmes fonctions,
et qu'il avait l'intention de nommer cet officier au grade de général ou
d'amiral, lorsqu'il serait en poste, en suivant l'avis et avec le consentement
du Sénat des États-Unis.
Le
général Smith quittera son commandement en novembre 2007.
