NATO PA 53RD ANNUAL SESSION TO BE HELD IN

REYKJAVIK, ICELAND

5-9 OCTOBER 2007

 

 

Iceland will host the NATO Parliamentary Assembly's 53rd Annual Session, bringing together in Reykjavik some 340 parliamentarians from North America and Europe, from 5 to 9 October 2007.

 

The Plenary session on Tuesday 9 October will be addressed by NATO PA's President, José LELLO, Sturla BÖDVARSSON, the Speaker of the Icelandic Parliament and Geir Haarde, Prime Minister of Iceland.  The session will be marked by the presence of NATO Secretary General Jaap DE HOOP SCHEFFER and Sali BERISHA, Prime Minister of Albania.

 

NATO PA's five committees (Political, Defence and Security, Science and Technology, Civil Dimension of Security, Economics and Security) will meet on Saturday 6 and Sunday 7 and be addressed by high ranking guest speakers.

 

The planned deployments of elements of a US ballistic missile defence system in Poland and the Czech Republic, NATO's relations with Russia and the future status of Kosovo will be at the centre of the debates.

 

The NATO PA Session will also address the major issues on the Alliance's agenda notably operations in Afghanistan, NATO transformation, relations with partner countries, democratic governance in the Black Sea Region, NATO-EU operational Co-operation, and the NATO burden-sharing debate.

 

Bringing together members of parliaments throughout the Atlantic Alliance, the NATO Parliamentary Assembly has provided for half a century an essential link between NATO and the parliaments of the NATO nations, helping to build parliamentary and public consensus in support of Alliance policies.

 

At the same time, it has facilitated parliamentary awareness and understanding of key security issues and provided greater transparency of NATO policies. Crucially, it has also helped to maintain and strengthen the transatlantic relationship which underpins the Alliance.

 

Since the end of the Cold War the Assembly has assumed a new role by integrating into its work parliamentarians from those countries in Central and Eastern Europe (CEE) and beyond who seek a closer association with NATO. This integration has provided both political and practical assistance and has contributed to the strengthening of parliamentary democracy throughout the Euro-Atlantic region, thereby complementing and reinforcing NATO’s own programme of partnership and co-operation.

REYKJAVIK, ISLANDE

L'Islande accueillera la 53ème session annuelle de l'AP-OTAN à Reykjavik du 5 au 9 octobre 2007, réunissant ainsi quelque 340 parlementaires venant d’Europe et d’Amérique du Nord

La session plénière, mardi 9 octobre, sera ouverte par le président de l'AP-OTAN, José LELLO, Sturla BÖDVARSSON, le président du Parlement islandais et Geir Haarde, Premier ministre d'Islande.  Prononceront également une allocution, le Secrétaire général de l’OTAN, M. Jaap DE HOOP SCHEFFER et le Premier ministre d'Albanie, Sali BERISHA.

Les cinq commissions de l’AP-OTAN (politique, défense et sécurité, sciences et technologies, dimension civile de la sécurité, économie et sécurité) se réuniront le samedi 6 et le dimanche 7. Plusieurs personnalités de haut rang viendront y prendre la parole.

Le déploiement prévu, en Pologne et en République tchèque, d’éléments d’un système de défense américain contre les missiles balistiques, les relations de l'OTAN avec la Russie et le future statut du Kosovo seront au centre des débats.

La Session de l’AP-OTAN sera également consacrée aux questions principales de l’agenda de l’Alliance, à savoir plus particulièrement, les opérations en Afghanistan, la transformation de l’OTAN, les relations avec les pays partenaires, la gouvernance démocratique dans la région de la mer Noire, la coopération opérationnelle entre l’OTAN et l’Union européenne et le débat sur le partage des charges de l’OTAN.

Parce qu’elle rassemble des parlementaires venus des quatre coins de l’Alliance atlantique, l’Assemblée parlementaire de l'OTAN forme depuis un demi-siècle un lien essentiel entre l’OTAN et les assemblées législatives des pays membres de celle-ci et contribue à l’édification d’un consensus parlementaire et public autour des politiques alliées.

En même temps, elle a introduit plus de transparence dans la politique de l’OTAN, a aidé les milieux parlementaires à prendre conscience de questions de sécurité d’une importance majeure et à les comprendre. Par ailleurs, elle a joué un rôle crucial dans la préservation et la consolidation de la relation transatlantique qui sous-tend l’Alliance.

Depuis la fin de la Guerre froide, l'Assemblée assume de nouvelles fonctions en associant à ses travaux les parlementaires de pays d’Europe centrale et orientale - et au-delà - qui désirent se rapprocher de l’OTAN. Cette démarche apporte une assistance politique et pratique et va dans le sens d’un affermissement de la démocratie parlementaire dans toute la région euro-atlantique, complétant et consolidant les programmes de partenariat et de coopération de l'OTAN.
