Dutch Diplomat named NATO Senior Civilian Representative in Afghanistan

NATO Secretary General Anders Fogh Rasmussen has appointed Ambassador Maurits R. Jochems as the next NATO Senior Civilian Representative (SCR) in Afghanistan.

Ambassador Jochems will replace Ambassador Simon Gass, who has served as the Senior Civilian Representative since April 2011. Ambassador Jochems will represent the Alliance’s political leadership in Kabul. He will work to support  NATO’s goal of a sovereign, secure and democratic Afghanistan, as agreed most recently at the Chicago Summit. This will mean practical coordination with the Afghan authorities on issues like transition and NATO’s post-2014 partnership with Afghanistan. It will also involve a close partnership with the ISAF Commander as well as the international community. 

“Our mission in Afghanistan is in a very important phase and I look forward to helping to ensure that the transition goes smoothly,” said Ambassador Jochems. “I will also make it a priority to continue the good work in forging a close working partnership with the Government of Afghanistan and other actors. The success of our mission will be vital to secure a stable and prosperous Afghanistan. That is my goal.”

Ambassador Jochems, who is currently the Ambassador of the Kingdom of the Netherlands to Estonia, is expected to take up his new post in October. He has extensive experience at NATO and previously served as NATO’s interim Senior Civilian Representative in Afghanistan in 2008. He served as Deputy Assistant Secretary General for Plans in the Operations Division of NATO’s International Secretariat, during which he was deployed to Pakistan to manage NATO’s disaster relief support to Pakistan during the earthquake in 2005.

“Ambassador Jochems brings with him an in-depth knowledge of Afghanistan and the wider region which will be of great benefit to our mission there,” said the Secretary General. “His appointment comes at a crucial time for ISAF as we continue to hand over more areas of security control to the Afghan National Security Forces.”

The Secretary General also praised the work of Ambassador Gass, who is returning to the UK Foreign and Commonwealth Office after 18 months as Senior Civilian Representative.

“Ambassador Gass has made a major contribution to ensuring the successful transition of security responsibility to the Afghan authorities as well as to the Chicago NATO Summit decisions on Afghanistan. I thank him warmly for his service.”

Un diplomate néerlandais sera le prochain haut représentant civil de l’OTAN en Afghanistan

Le secrétaire général de l’OTAN, Anders Fogh Rasmussen, a désigné l’ambassadeur Maurits R. Jochems pour reprendre le poste de haut représentant civil de l’OTAN en Afghanistan.

L’ambassadeur Jochems remplacera l’ambassadeur Simon Gass, qui occupait ce poste depuis avril 2011. M. Jochems représentera les dirigeants politiques de l’Alliance à Kaboul. Il contribuera à servir l’objectif d’un Afghanistan souverain, sûr et démocratique, que l’OTAN s’est fixé et qui a été réaffirmé récemment au sommet de Chicago. Pour ce faire, une coordination pratique devra être menée avec les autorités afghanes sur des questions telles que la transition et le partenariat de l’OTAN avec l'Afghanistan après 2014. Un partenariat étroit avec le commandant de la FIAS et avec la communauté internationale sera également nécessaire.

« Notre mission en Afghanistan est dans une phase très importante, et j’attends avec intérêt de pouvoir contribuer à ce que la transition se déroule sans heurts », a déclaré M. Jochems. « En outre, l’une de mes priorités sera de poursuivre l’excellent travail qui a été effectué pour forger un partenariat de travail étroit avec le gouvernement afghan et les autres acteurs concernés. La réussite de notre mission sera déterminante si l’on veut que l’Afghanistan devienne un pays stable et prospère. C’est mon objectif. »

M. Jochems, actuellement ambassadeur du Royaume des Pays-Bas en Estonie, devrait prendre ses nouvelles fonctions en octobre. Il dispose d’une expérience considérable à l’OTAN puisqu’en 2008, il a occupé le poste de haut représentant civil par intérim en Afghanistan. Il a également été secrétaire général adjoint délégué pour la planification au sein de la Division Opérations du Secrétariat international de l’OTAN, période durant laquelle il a été envoyé au Pakistan pour gérer le soutien que l’Organisation a apporté à ce pays dans le cadre du secours aux victimes du tremblement de terre de 2005.

« L’ambassadeur Jochems possède une connaissance approfondie de l’Afghanistan et de la région au sens large, qui sera d’une grande utilité pour la mission que nous y menons », a déclaré le secrétaire général. « Sa désignation intervient à un moment déterminant pour la FIAS, alors que les zones dans lesquelles nous continuons à transférer le contrôle de la sécurité aux forces de sécurité nationales afghanes sont toujours plus nombreuses. »

Le secrétaire général a également salué le travail accompli par l’ambassadeur Gass, qui regagnera le ministère des Affaires étrangères et du Commonwealth après avoir occupé le poste de haut représentant civil pendant 18 mois.

« L’ambassadeur Gass a apporté une contribution majeure à la réussite du transfert de la responsabilité de la sécurité aux autorités afghanes, ainsi qu’aux décisions sur l’Afghanistan qui ont été prises au sommet de Chicago. Je le remercie chaleureusement pour les services qu’il a rendus à l’OTAN. »
