Hybrid threats are diverse and ever-changing, and the tools used range from fake social media profiles to sophisticated cyber attacks, all the way to overt use of military force and everything in between. Countering hybrid threats must be an equally dynamic and adaptive activity, requiring many different actors to cooperate with each other.
