Statement by the NATO Secretary General on the Open Skies Treaty

NATO Allies met today to discuss the Open Skies Treaty. We are firmly committed to the preservation of effective international arms control, disarmament, and non-proliferation.  We agree that all states party to the Open Skies Treaty must fully implement their commitments and obligations. All NATO Allies are in full compliance with all provisions of the Treaty.

Russia has for many years imposed flight restrictions inconsistent with the Treaty, including flight limitations over Kaliningrad, and restricting flights in Russia near its border with Georgia. Russia’s ongoing selective implementation has undermined the Open Skies Treaty. Over many years, including at successive NATO Summits, Allies have called on Russia to return to full compliance.

The United States has declared Russia in violation of the Treaty, and has now announced its intention to withdraw in six months, consistent with Treaty provisions.  The US has declared that it may, however, reconsider its withdrawal should Russia return to full compliance.  NATO Allies are engaging with Russia to seek Russia’s return to compliance at the earliest date possible.

NATO Allies will continue to uphold, support, and further strengthen arms control, disarmament, and non-proliferation, as key elements of our security. Allies also remain open to dialogue with Russia in the NATO-Russia Council on military risk reduction and transparency.

Déclaration du secrétaire général de l’OTAN concernant le traité sur le régime « Ciel ouvert »

Les Alliés se sont réunis aujourd’hui pour un débat sur le traité « Ciel ouvert ».
Nous sommes fermement attachés au maintien d'un système international efficace de maîtrise des armements, de désarmement et de non-prolifération. Nous nous accordons à penser que tous les États parties au traité « Ciel ouvert » doivent honorer intégralement leurs engagements et leurs obligations. Tous les pays de l’OTAN respectent pleinement l’ensemble des dispositions de ce traité.

Depuis de nombreuses années, la Russie impose des restrictions de vol qui sont en contradiction avec le traité, notamment des limitations pour le survol de Kaliningrad, et des restrictions en Russie à proximité de la frontière avec la Géorgie. L’application sélective que la Russie continue d’en faire affaiblit le traité « Ciel ouvert ». Cela fait maintenant de nombreuses années que les Alliés appellent la Russie, notamment à l’occasion des sommets de l’OTAN successifs, à revenir à un respect intégral.

Les États-Unis ont déclaré que la Russie agissait en violation du traité, et viennent d’annoncer leur intention de se retirer de celui-ci d’ici six mois, en conformité avec les dispositions qu'il contient. Ils ont annoncé qu’ils pourraient néanmoins revenir sur ce retrait si la Russie revenait à un respect intégral. Les Alliés s’attachent à dialoguer avec la Russie pour faire en sorte qu’elle revienne au respect du traité dans les meilleurs délais.

Les pays de l’OTAN continueront de défendre, de soutenir et de renforcer encore la maîtrise des armements, le désarmement et la non-prolifération, éléments clés de notre sécurité. Les Alliés restent également ouverts à un dialogue avec la Russie sur la réduction des risques et la transparence militaires.

ЗАЯВЛЕНИЕ ГЕНЕРАЛЬНОГО СЕКРЕТАРЯ НАТО О ДОГОВОРЕ ПО ОТКРЫТОМУ НЕБУ

Страны НАТО встретились сегодня, чтобы обсудить Договор по открытому небу. Мы твердо привержены сохранению эффективного международного контроля над вооружениями, разоружения и нераспространения. Мы согласны с тем, что все государства-участники Договора по открытому небу должны полностью выполнять свои обязательства и обязанности. Все страны НАТО полностью соблюдают все положения Договора.

В течение многих лет Россия вводила ограничения на полеты, что несовместимо с положениями Договора, включая ограничения на полеты над Калининградской областью и ограничения на полеты в России вблизи ее границы с Грузией. Продолжающееся избирательное выполнение Россией подрывает Договор по открытому небу. На протяжении многих лет, в том числе на нескольких подряд встречах НАТО в верхах, страны НАТО призывали Россию вернуться к полному соблюдению.

Соединенные Штаты заявляли о том, что Россия нарушает Договор, и сейчас объявили о своем намерении выйти через шесть месяцев, в соответствии с положениями Договора. США заявили, что могут, однако, пересмотреть свое решение о выходе, если Россия вернется к полному соблюдению. Страны НАТО взаимодействуют с Россией, чтобы добиться от России возвращения к соблюдению Договора в кратчайшие возможные сроки.

Страны НАТО продолжат отстаивать, поддерживать и далее укреплять контроль над вооружениями, разоружение и нераспространение в качестве ключевых элементов нашей безопасности. Кроме того, страны НАТО по-прежнему открыты для диалога с Россией в Совете Россия–НАТО по вопросам транспарентности и снижения военных рисков.
