NATO Foreign Ministerial Statement

Issued by the NATO Foreign Ministers Brussels, 23rd-24th March 2021

1. We are meeting in Brussels to reaffirm the enduring transatlantic bond between Europe and North America, with NATO at its heart.  We are bound together by our shared democratic values, and by our adherence to the purposes and principles of the United Nations Charter. NATO is the foundation of our collective defence: together we reaffirm our solemn commitment to the Washington Treaty, including that an attack against one Ally shall be considered an attack against us all, as enshrined in Article 5.
2. NATO is the strongest alliance in history, guaranteeing the freedom of a billion people, the integrity of our territory, and the protection of our values.  NATO is a defensive Alliance and poses no threat to any country.  In response to a more dangerous and unpredictable security environment, we are considerably strengthening NATO’s deterrence and defence capabilities, posture and resilience, underpinned by seven consecutive years of rising defence spending, more capable and ready forces, significant deployments in missions and operations, and deeper engagement with partners.  We are making good progress on fairer transatlantic burden sharing; we welcome the efforts made by all Allies in Europe and North America that contribute to our indivisible security.  We must and will do more.
3. NATO will continue to adapt.  We face rising threats and systemic competition.  Russia’s aggressive actions constitute a threat to Euro-Atlantic security; terrorism in all its forms and manifestations remains a persistent threat to us all.  Assertive and authoritarian powers, and non-state actors, challenge the rules-based international order, including through hybrid and cyber threats, the malicious use of new technologies, as well as other asymmetric threats.  The Covid-19 pandemic once again illustrates that we face constantly evolving challenges; we will continue to ensure our defence and operational effectiveness throughout this crisis. We pay tribute to all those who combat this pandemic in all our countries and around the world.
4. The transatlantic partnership remains the cornerstone of our collective defence, central to our political cohesion, and an essential pillar of the rules-based international order.  The upcoming NATO Summit will open a new chapter in transatlantic relations and set the direction for the future of our Alliance to 2030 and beyond.  In line with the decision by our Leaders in London in December 2019, we will further strengthen NATO’s political dimension, including consultation.  We welcome the reflection process, including the recommendation to update NATO’s Strategic Concept.  We will further reinforce NATO’s resilience, military strength and global outlook, connecting more closely with other nations and international organisations that share our goals.  We will continue to stand together and to work together, to guarantee our security, prosperity, democracy and freedoms.

1. Nous sommes réunis à Bruxelles pour réaffirmer le lien transatlantique qui unit durablement l’Europe et l’Amérique du Nord, et dont l’OTAN est l'ancrage. Nous sommes unis par nos valeurs démocratiques communes, et par notre adhésion aux buts et aux principes de la Charte des Nations Unies. L’OTAN est le fondement de notre défense collective : ensemble, nous réaffirmons notre engagement solennel à l'égard du traité de Washington, y compris le principe, inscrit dans l’article 5, selon lequel une attaque contre un Allié est considérée comme une attaque contre nous tous.
2. Alliance la plus solide de l’histoire, l'OTAN garantit la liberté d’un milliard de personnes, l’intégrité de notre territoire et la protection de nos valeurs. L’OTAN est une alliance défensive et ne représente une menace pour aucun pays. Face à un environnement de sécurité plus dangereux et plus imprévisible, nous renforçons considérablement les capacités de dissuasion et de défense de l'OTAN, ainsi que sa posture et sa résilience, grâce à sept années consécutives d'augmentation de nos dépenses de défense, au développement des performances et de la disponibilité opérationnelle de nos forces, aux déploiements importants effectués dans le cadre de nos missions et opérations, et à des interactions plus approfondies avec nos partenaires. Nous accomplissons des progrès appréciables pour un partage du fardeau plus équitable à l'échelle transatlantique ; nous saluons les efforts consentis par tous les Alliés, en Europe et en Amérique du Nord, qui contribuent à notre sécurité, indivisible. Nous devons et nous allons faire davantage.
3. L’OTAN continuera de s’adapter. Nous sommes confrontés à des menaces grandissantes et à une compétition systémique. Les actions agressives de la Russie constituent une menace pour la sécurité euro-atlantique ; le terrorisme sous toutes ses formes et dans toutes ses manifestations demeure une menace persistante pour nous tous. Les puissances autoritaires qui cherchent à s’affirmer, et des acteurs non étatiques, mettent à mal l’ordre international fondé sur des règles, notamment par des menaces hybrides et cyber, par une utilisation malveillante des nouvelles technologies, ainsi que par d’autres menaces asymétriques. La pandémie de COVID-19 illustre une fois de plus le fait que nous sommes confrontés à des défis en constante évolution ; nous continuerons d’assurer notre défense et notre efficacité opérationnelle tout au long de la crise actuelle. Nous rendons hommage à tous ceux et à toutes celles qui luttent contre la pandémie dans l'ensemble de nos pays, et dans le monde entier.
4. Le partenariat transatlantique demeure la pierre angulaire de notre défense collective, le pivot de notre cohésion politique, et un pilier essentiel de l’ordre international fondé sur des règles. Le sommet que l’OTAN tiendra prochainement permettra d’ouvrir un nouveau chapitre dans les relations transatlantiques et de fixer le cap à suivre par l’Alliance à l’horizon 2030 et au-delà. Conformément à la décision que les dirigeants des pays de l’Alliance ont prise à Londres en décembre 2019, nous allons renforcer encore la dimension politique de l’OTAN, y compris la consultation. Nous nous félicitons du processus de réflexion, et notamment de la recommandation visant à actualiser le concept stratégique de l’OTAN. Nous continuerons de renforcer la résilience, la puissance militaire et la vision globale de l’OTAN, en resserrant nos liens avec les autres pays et organisations internationales qui partagent nos objectifs. Nous resterons unis et continuerons d'œuvrer ensemble pour garantir notre sécurité, notre prospérité, nos démocraties et nos libertés.

Заявление министров иностранных дел стран НАТО, собравшихся в Брюсселе 23-24 марта 2021 г.

1. Мы проводим встречу в Брюсселе, чтобы подтвердить прочную трансатлантическую связь между Европой и Северной Америкой, центральным элементом которой является НАТО. Нас связывают наши общие демократические ценности и наша приверженность целям и принципам Устава Организации Объединенных Наций. НАТО является основой нашей коллективной обороны: вместе мы подтверждаем нашу торжественную приверженность Вашингтонскому договору, включая положение о том, что нападение на одного союзника будет считаться нападением на всех нас, как это закреплено в статье 5.
2. НАТО является самым сильным союзом в истории, гарантирующим свободу миллиарда людей, целостность нашей территории и защиту наших ценностей. НАТО является оборонительным союзом и не представляет угрозы ни для одной страны. В ответ на более опасную и непредсказуемую обстановку в области безопасности мы значительно укрепляем возможности сдерживания и обороны, потенциал и устойчивость НАТО, что подкрепляется растущими семь лет подряд оборонными расходами, более боеспособными и боеготовыми силами, значительными развертываниями в рамках миссий и операций и более глубоким взаимодействием с партнерами. Мы добиваемся значительного прогресса в деле обеспечения более справедливого трансатлантического распределения бремени; мы приветствуем усилия всех союзников в Европе и Северной Америке, которые способствуют нашей неделимой безопасности. Мы должны и будем делать больше.
3. НАТО будет продолжать адаптироваться. Мы сталкиваемся с растущими угрозами и системной конкуренцией. Агрессивные действия России представляют собой угрозу евроатлантической безопасности; терроризм во всех его формах и проявлениях остается постоянной угрозой для всех нас. Напористые и авторитарные державы, а также негосударственные субъекты бросают вызов основанному на правилах международному порядку, в том числе посредством гибридных и киберугроз, злонамеренного использования новых технологий, а также других асимметричных угроз. Пандемия Covid-19 еще раз свидетельствует о том, что мы сталкиваемся с постоянно меняющимися вызовами; мы будем продолжать обеспечивать нашу оборону и оперативную эффективность на протяжении всего этого кризиса. Мы отдаем дань уважения всем тем, кто борется с этой пандемией во всех наших странах и во всем мире.
4. Трансатлантическое партнерство остается краеугольным камнем нашей коллективной обороны, центральным элементом нашей политической сплоченности и важной опорой основанного на правилах международного порядка. Предстоящая встреча НАТО в верхах откроет новую главу в трансатлантических отношениях и определит направление будущей деятельности нашего Североатлантического союза до 2030 года и в последующий период. В соответствии с решением, принятым лидерами наших стран в Лондоне в декабре 2019 года, мы будем и далее укреплять политическое измерение НАТО, включая консультации. Мы приветствуем аналитический процесс, включая рекомендацию относительно обновления Стратегической концепции НАТО. Мы будем и дальше укреплять устойчивость НАТО, военную мощь и глобальное видение, устанавливая более тесные связи с другими странами и международными организациями, которые разделяют наши цели. Мы будем продолжать проявлять единство и работать вместе, чтобы гарантировать нашу безопасность, процветание, демократию и свободы.
