Sean is an assistant professor at the University of Kansas whose research focuses on the intersection of aviation and public policy. He is the author of Sovereign Skies: The Origins of American Civil Aviation Policy (JHUP 2021) and "An Industry Worth Protecting?: The British Surplus Aircraft Threat and the National Security State, 1919-1922" (Journal of Policy History, forthcoming). This works-in-progress paper is rooted in research for his next book project on the creation, proliferation, and ramifications of the air trust narrative in the first half of the twentieth century.
