COMDT COGARD WASHINGTON DC 222100Z MAR 22/ALCOAST 096/22 B. ALCGFINANCE 018/22 1. BACKGROUND. Per REF (A), On 14 MAR 2022, the Commandant stood up the FSMS Transition Incident Command (IC) to lead and integrate efforts to develop and implement solutions to address business process and technical challenges related to FSMS transition. As announced in REF (B), the IC commissioned a micro-purchase proof of concept project to test alternative micro-purchase business processes at a limited scale within Districts One, Five, and Eight. The intent of this effort is to enhance customer and service provider experience through modified business processes and improved FSMS system performance through removal of thousands of FSMS users and termination of associated system notifications. 2. INITIAL TESTING. The procedures tested were designed to improve FSMS performance and streamline the micro-purchase business process by removing the Purchase Request submission process from FSMS and limiting FSMS activities to obligation and matching entries consistent with FSMS requirements as our financial system of record. A Common Core tool - Procurement Request Expedited Supply System (PRESS) - was created to administer workflow associated with this business process modification. 3. INITIAL RESULTS. Initial testing yielded positive results in terms of workload reduction and service delivery. In many cases, workload was reduced by more than 60 percent and awards were expedited significantly. Expanded use of these process changes have the potential to dramatically reduce the number of simultaneous FSMS users through elimination of Requisitioner, Supervisor, and in some cases Funds Certifier activity in FSMS for micro-purchases. Reduction of simultaneous users is expected to result in reduced FSMS system latency and improved system performance. 4. FURTHER TESTING ACROSS RSTs. Based on the positive results achieved during initial testing, the IC, COMDT (CG-8), and COMDT (CG-91) have approved expanded testing of these improved micro purchase business processes across Regional Support Teams (RSTs). Starting on 2-May-22 and continuing throughout May, the IC will work with individual RSTs to implement these new procedures to conduct further testing in a phased approach.
