C. 37 U.S.C. 453, Allowable Travel and Transportation: Specific
Authorities
1. Per REF (A), this ALCOAST extends and revises REF (B) to extend
temporary lodging expense (TLE) up to 60 days to assist those who
are impacted by severe housing shortages in Military Housing Areas
(MHA) based on the authority in REF (C) and Proclamation 9994,
the Presidential declared national emergency concerning COVID19. The
TLE extension change to the JTR is not retroactive.
2. Local Commanding Officers in conjunction with Local Housing
Offices that are aware of severe housing shortages in their MHAs and
have members inbound will be required to provide the documentation
outlined below to COMDT (CG-1332) at:
HQS-DG-LST-CG-1332-TRAVEL@uscg.mil. For MHAs with DoD personnel, TLE
extension requests must be coordinated with the respective Uniformed
Service. Commanding Officers, in conjunction with Local Housing
Offices, are the only authorized persons able to submit a formal
request for TLE extension to COMDT (CG-1332) in accordance with the
process outlined below. Delegation is not authorized.
3. Internal routing for TLE extension process for Coast Guard
members and commands.
a. The CO/OIC of the affected area will work in conjunction with
the Local Housing Office to complete the TLE Extension Request Form
found at:

b. Commanding Officers will submit the completed TLE Data
Request Form, along with input from the Local Housing Office to
COMDT (CG-1332) via the following email:
HQS-DG-LST-CG-1332-TRAVEL@uscg.mil.
c. COMDT (CG-1332) will submit all TLE Extension requests for
consideration to Per Diem Travel and Transportation Allowance
Committee (PDTATAC) for a joint vote with all of the Uniformed
Services.
d. To check if a MHA has an authorized TLE extension,

e. Once approved or verified, Servicing Personnel Offices (SPO)
must input or amend the member's PCS orders to state: "Member is
transferring to an approved TLE extension area IAW 050601.B of the
JTR."
4. This message will be cancelled on 01 MAR 23.

Policy, COMDT (CG-1332) at: HQS-DG-LST-CG-1332-TRAVEL@uscg.mil.
