[keps] Changes to the AMSAT-NA TLE Distribution for 8-30-2018

The following satellites have decayed from orbit and have been removed from this weeks distribution: CHALLENGER - NASA CAT ID 42721 - decayed 8-12-2018 DUTHSAT - NASA CAT ID 42724 - decayed 8-26-2018

The following satellite has been removed from this weeks distribution: OBJECT PJ - NASA CAT ID 43597 is NOT SiriusSat 2

Detailed doppler measurements show that SiriusSat 2 is NORAD CAT ID 43596 Thanks to Nico Janssen, PA0DLO for the identification
