[keps] Changes to AMSAT-NA TLE Distribution for 3-21-2019

The following amateur satellite has deorbited and has been removed from the AMSAT-NA TLE distribution: SOMP2 - CAT ID 42701 (reentered 03-19-2019)

Note: SUSat - CAT ID 42730 will reenter at 03-21-2019 02:44 UTC

Also Kicksat 2 has deployed its "sprites" per Andy Thomas, G0FSJ, on AMSAT-BB
