[keps] AMSAT KEPs - Drops and Add

The following satellites have been dropped from the weekly AMSAT KEPs distribution OOREOS Cat # 37224 (Keps are not being updated) HAWSAT1 Cat # 35003 (Keps are not being updated) CP6 Cat # 35004 (Keps are not being updated) SO-67 Cat # 35870 (Not Operational)

The following satellite has been added RS-39 (CHIBIS-M) Cat # 38051 Per AMSAT News Service Bulletin ANS-029 2012 "The Chibis-M satellite, RS-39, was deployed from the Progress M-13M cargo ship into a 500 km orbit on January 24, as planned RS-39 has CW beacons on 435 315 and 435 215 MHz "
