JAKARTA/MOSCOW (Reuters) - The United States accused Damascus on Monday of paralyzing Geneva peace talks, while Russia said nations backing Syrian rebels were leaning toward a military, not a negotiated, outcome to a civil war whose death toll exceeds 140,000.
