UBI being an Australian company needs to follow the Australian law.
If UBI are advised to block a certain program or sporting match due to broadcasting rights then UBI must abide by the ruling.
Just cause Al-Iraqiya is a national TV channel doesn't mean they have broadcasting rights for every soccer match the Iraqi national teams plays.
Did FIFA provide Al-Iraqiya broadcasting rights to air the match in Australia? I highly doubt it.
