I thought in the ABA press release (NR 18) dated March 18 2004 that the new Licensee "Television Sydney (TVS) is required to commence its service within a maximum one year from the date of allocation of the licence". That means it should have started by March 18. So now its Apirl and there hasn't even been a Test broadcast.
http://www.aba.gov.au/abanews/news_releases/2004/18nr04.htm

In regards to Terrestrial Television:
NOTE: CAMS TV does not speak on behalf of TVS, however, the information that CAMS TV has acquired is as follows:

TVS will begin 'Test' transmissions in April.
Day-to-Day programming will commence within the next 3 months.

The delay in broadcast is because TVS requested to the ABA to upgrade the broadcast power from the Broadcast Australia Transmission site in GoreHill, from 5KW to a 20KW transmitter - which will give an ERP of max 850KW, and Hence, matching the existing SBS service.

Because of this, the ABA has allocated extra time to get the transmitter in GoreHill ready.

Furthermore, there was a legal issue with the old licensee in the beginning which delayed the actual transfer of the licence to TVS.
