The other day while at a 30 storey building , a customer was recieving the Russian channels on the UHF band without a decoder. This was a building that had TARBS installed throughout the entire building ( using QUAM boxs' )The customer told me that the Russian government were resposible for these channels being free to air. Has anyone heard of anything like this.

Well perhaps they have a rack of decoders? and are using modulators into the system.
