Quote from it

(d) TARBS/UBI
Before it went into receivership in July 2004, Television & Radio Broadcasting Services or TARBS provided
subscription TV and radio services to multicultural audiences and households in Australia. The company
was founded in 1995 by Mike and Regina Boulos and delivered its services via the PanAmSat 8 satellite
and was estimated in 2004, to have approximately 57,000 subscribers.
Prior its demise in 2004, the company incurred an unpaid debt of US$30 million to PanAmSat, which
effectively placed TARBS under receivership. The Asian subsidiary of PanAmSat has bought the assets,
which include the subscriber list, intellectual property and equipment. PanAmSat is still owed US$30 million.
We understand that TARBS’ failure was largely due to its decision to invest heavily in infrastructure,
technology and content, including significant costs relating to the build-out of teleports in Greece and
Australia; an oversized and overstaffed call centre; and non-core foreign-language channels that did not
appeal to its major ethnic target groups. It also lacked English-language programming in its channel line-up
and only added an English language channel package in 2003, a year before its demise.
In August 2005, the parties behind TARBS moved to launch a new multicultural-focused subscription TV
platform called United Broadcasting International (UBI). The parties secured transponder space on the
Optus B3 satellite with a monthly term contract, as opposed to long term annual agreements which typically
run to 9-10 years for established pay TV providers.
UBI’s service – UBI World TV – claims to be the largest provider of non-English language digital TV
channels to Australia’s diverse population. The company retails 2 packages to customers at A$49.95/month
and A$59.95/month, offering more than 45 TV channels.

picking up alot of things in this LOL

" As of December 7, 2005, the company had also signed up 8 international brand name foreign-language
channels targeting Greek, Spanish, Italian, German and Vietnamese communities including 4 Spanishlanguage
channels, 1 Greek channel, 1 Italian channel, 1 German Channel and 1 Vietnamese channel."

" SELECTV’s foreign-language program packages are also more competitive, in terms of price, relative to
UBI, which retails basic tier foreign-language programs to consumers at A$49.95 per month and premium
tier foreign-language programs at A$59.95 per month. " UBI, which is focused on multicultural homes, does not offer any English-language TV channels to its
customers. Its predecessor TARBS began offering English-language program packages only in 2003, one
year before its demise. "

They seem to Love UBI/TARBS they keep mentioning it

" English-language speaking subscribers to multicultural TV on UBI are underserved by UBI because of its
lack of English-language programming content. Furthermore, a certain portion of English-language
speaking multicultural audiences may find the English-language pay TV channels offered by Foxtel, Austar
and Optus prohibitive due to pricing and packaging issues. UBI, founded by the parties behind TARBS, currently serves a portion of the multicultural audience,
including Greek and Spanish communities (both core constituents of SELECTV’s target group) but
generally offers programming to customers at a significantly higher price than SELECTV. UBI does not
cater to Italian, Vietnamese, English-language and *** audiences, each representing core constituents of
SELECTV’s target group.

OHhhhhhh noooooo!!!! not the dreaded UEC's

" SELECTV has signed a 3-year commercial agreement with set-top box supplier UEC Technologies and a
15-year agreement with conditional access (CA) system supplier Irdeto Access. The cost of set top boxes
has declined significantly in recent years and STB wholesale acquisition prices for SELECTV are
approximately US$58 – US$65 per STB, including CA smart card technology versus historical prices of
US$80 – US$100 (2002 – 2004) and US$100 – US$ 150 (2000 – 2002)."
