India has accused Pakistan at the UN of violating the Indus Waters Treaty's spirit through wars and terror attacks since 1960. India claims it has acted responsibly, while Pakistan obstructs necessary infrastructure changes and modifications to the treaty, despite evolving security concerns and climate change.
