Here's two similar looking Elves hiding in a bush, these interest me a lot, they seem to have markings around one eye and similar insignia on their hats. I don't know if they are wearing masks but I can't see the bottoms of their faces, breathing aids? When I see these I wonder about the little green men myth!!
