They can request grant/support or cost reduction from Australian Government for the distribution rights as its purely pay tv services for multicultural community. They can increase the Advertisement volume, try to get more government ads and helps, create more income sources via local programs through the ethnic community. If no options or solutions left as in worst case then they can join together and eat the whole cake together to survive.
