I honestly believe your brother's issues have been either purposely or mistakenly put onto you...it's happened before, a woman was tarred with another womans file losing her children for 2 years when she discovered the mistake, I think it was a digit in a birth date and immediate family details were completely different but b/c they shared the same name, she lost out until she got her file FOI'd getting her kids returned not long after when she discovered it! In NSW this happened though, but it still happens!
