They can enforce it to an extent with informing big companies who do state wide installations and nationwide ones not to touch the dish BUT..! there is no way to stop local small operation installers to move the dish or stop anyone doing it themselfs<br /><br />If they are so protective of there precious satellite dishes people should be able to tell panamsat or globecast to come over and remove the dish completly and put everything back how it was ie replace roof tiles etc were the dish was so then the person can put up there own dish up and do what they like with it and without being threatened by Panamsat
