One of the hardest things to do will be to make them understand that change to the system is not regression.

It is clarifying the road to enhance progress.

It's all about progress... How many children have been "saved", how many parents/families have been "helped"... What a fantastic job DoCS is doing and how well they are doing it.

Kudos to justify the DoCS existance. An entity that requires progress to continually succeed.

Governmental bodies will not embrace anything that smells of regression. Chiseling through the ignorance to have light dawn on the ability to improve progress is the key.

Showing them that changes and tweaks will only enhance progress is imperative.
